Ghana retains top spot in global mobile money regulation – BoG

Ghana has once again emerged as the world’s leading country in mobile money regulation, according to the 2025 Mobile Money Regulatory Index by the Global System for Mobile Communications Association (GSMA).

The Bank of Ghana announced in a statement on Friday, February 20, that the country “has maintained its position as the world’s leading country in mobile money regulation,” with an overall score of 96.10 per cent, up from 95.06 per cent in 2024.

The central bank described the achievement as a major milestone, noting that it “underscores Ghana’s leadership in creating a world-class regulatory environment that enables mobile money services to thrive, drive financial inclusion and foster innovation in the digital financial ecosystem.”

According to the Bank, the index is compiled by the Global System for Mobile Communications Association and assesses the effectiveness of mobile money regulatory frameworks across 90 countries worldwide.

The statement explained that “the MMRI measures the effectiveness of mobile money regulatory frameworks across 90 countries,” and ranks nations based on factors such as consumer protection, regulatory oversight, and operational integrity.

The Bank further stressed that Ghana’s top ranking “reflects the country’s commitment to progressive policies and robust oversight in the mobile money ecosystem, ensuring consumer protection, and operational integrity,” while positioning the country “as a global benchmark for regulatory excellence in digital financial services.”

Ghana’s mobile money sector has been a key driver of financial inclusion, providing millions of citizens with access to digital payments, savings, and other financial services, particularly in underserved communities.
