Mustapha Hamid, 9 Others to Report to OSP Investigator Under New Bail Conditions

The High Court in Accra has revised the bail conditions for Dr. Mustapha Hamid, the former National Petroleum Authority (NPA) Chief Executive Officer, and nine other accused persons who are facing trial for allegedly extorting oil marketing companies.
Initially, the accused persons were granted bail on December 9, 2025, with conditions requiring them to report periodically to the Court Registrar during the investigation and pre-trial phases.
However, the bail terms were revised following an application by the Office of the Special Prosecutor (OSP), which sought stricter monitoring arrangements for the accused persons.
The OSP argued that requiring the accused persons to report directly to the lead investigator would enable more effective supervision and ensure their availability throughout the proceedings.
The court has ruled that all ten accused persons must report to the lead investigator on the first and third Tuesdays of every month until the trial commences.
The court further directed the investigator to submit monthly returns to the court, detailing compliance with the reporting conditions by the accused persons.
Once the trial commences, the reporting requirement will be reduced to once a month, specifically on the first Tuesday, to align with scheduled court sittings. Additionally, the court ordered that a stop list be placed at all entry points to prevent the accused from leaving the country without prior authorisation.
