CETAG to strike on Nov. 7 over Book & Research Allowance arrears

The Colleges of Education Teachers Association of Ghana (CETAG) has cautioned the government over its failure to honour the payment of the 2023/2024 Book and Research Allowance.
According to the Association, the government’s persistent failure to comply with the arbitral award issued by the National Labour Commission (NLC) on 2nd May, 2023, is a source of worry.
In a statement issued by the Association on Monday, October 27, 2025, it noted that despite the award intended to resolve longstanding grievances and ensure fair compensation for lecturers in the Colleges of Education, the government has declined to implement it.
This, it says, is irrespective of “repeated engagements and assurances” by the government to pay the arrears as agreed with the Ghana Tertiary Education Commission (GTEC) on April 30, 2025.
Aside from the allowances, which it said that of the Akrokerri College of Education has not been paid since 2022, despite numerous assurances, the Association is also demanding the following to be taken care of:
- All-Year-Round Work compensation for the remaining thirty-nine (39) Colleges of Education for additional duty performed in 2022.
- The downgrading of experienced staff, which undermines professional dignity and deeply demotivates staff.
- The non-payment of the 2022/2023 Book and Research Allowance Arrears which is also contingent on our migration onto the university salary structure.
It therefore added that the government’s failure to honour their demands by November 7, 2025, “will be considered a strike notice by CETAG across all the colleges of Education in Ghana.”
“This industrial action will remain in force until the last pesewa owed CETAG is paid,” it added.
