PAC gives Korle Bu acting CEO 90 days to refund GH¢113K judgment debt

The Public Accounts Committee (PAC) has directed Dr. Yakubu Seidu Adam, Acting Chief Executive Officer of the Korle Bu Teaching Hospital, to reimburse GH¢113,000 to the state, due to the hospital’s inability to recover the amount from officers whose negligence resulted in the payment of two separate judgment debts.

One case involved a patient’s death due to an overdose of medication, while the other concerned the exhumation and reburial of a body following a mix-up in mortal remains.

During the PAC session on Monday, September 29, Ranking Member Samuel Atta-Mills inquired,

“We recommended that the Acting Chief Executive Officer recover the total amount of GHC113,000 from the officers whose negligence occasioned the payment of judgment debt and pay the same into the Auditor General’s Recoveries Account at Bank of Ghana, failing which the Acting Chief Executive Officer should pay. Has this been done?”

Dr. Adam acknowledged the hospital’s failure to recover the funds, stating, “Hon. Chair [Abena Osei-Asare], we haven’t done that,” before attempting to explain the delay.

The Ranking Member intervened promptly to stress accountability and issued a clear instruction:

“Our Chief Executive Officer, you have 90 days to settle this debt of GHC113,000.”

The PAC’s directive highlights the committee’s dedication to enforcing financial accountability in state institutions and addressing lapses that result in avoidable compensation payments promptly.
