Minister of Communications, Digital Technology, and Innovations, Samuel Nartey George, has clarified media reports describing the ongoing restructuring between AT Ghana and Telecel Ghana, stating that it is not a merger.

Speaking at a press conference in Accra on Friday, September 5, 2025, he explained that the development falls under a force majeure situation, not a consolidation or acquisition.

“Let me be very clear and I need to be very on this, because we’ve seen media reportage. This is not a merger, it is also not an acquisition. We are dealing with a force majeure situation and the work of the transaction advisor and the recommendations from their report will lay out a clear path for the consideration of government. For emphasis I repeat, what is happening and playing out is not a merger and neither is it an acquisition,” he stated.

The Ministry has provided clarification after announcing plans to consolidate AT Ghana (formerly AirtelTigo) and Telecel Ghana into a stronger telecommunications company.

At a staff durbar, Mr George assured workers that the restructuring process would not lead to redundancies.

“This is not a re-application process; instead, it is a continuation of existing contracts. Every single employee will be retained unless they personally decide to leave,” he informed staff.

He also made a commitment to protect the interests of AT Ghana customers throughout the process. In the meantime, the Minister called for calm among stakeholders, stating that clarity on AT Ghana’s outstanding debt, services, and long-term future would only be provided after the transaction advisors had finalized their report.

“Ghana urges all stakeholders, including subscribers, Tower companies, suppliers, and creditors, to await the outcome of the transaction advisors’ work, which will provide clarity on outstanding debt, services, and the future of AT Ghana,” he stated.
